The Mid-American Communications Alliance is a regional coalition advocating on behalf of consumers in Arkansas, Kansas, Missouri, and Oklahoma who deserve new choices, better service, and lower costs in their television, phone, and Internet service.

Board of Directors

Jim Dailey – Arkansas

Jim Dailey is a lifelong resident of Little Rock, Arkansas. In the past, he has owned and operated various businesses including the family office products company. In 1980, Jim was elected as president of the National Office Products Association, the first and only from Arkansas.

On January 1, 1995, Jim was sworn in as the first popularly-elected Mayor of the City of Little Rock in over 38 years. Prior to his mayoral term, he had served as a Member of the Little Rock City Council and as appointed mayor in 1993 and 1994.

As mayor of Little Rock, Jim worked closely with the City Council in overseeing the development and implementation of two community-wide collaborative efforts: FUTURE – Little Rock and Vision Little Rock. These efforts led to the creation of a comprehensive vision and related action plan for Little Rock’s first ten years of the new millennium.

Jim has served as President of the Arkansas Municipal League; board member and chairman of the Advisory Committee of the National League of Cities, where he was vice-chair of the Steering Committee on Information, Technology, and Communications; and as chairman of the Inter-governmental Advisory Committee (IAC) to the Federal Communications Commission (FCC). Today, Jim continues his public service as a member of the Arkansas Broadband Advisory Council, which he was appointed to by Arkansas Governor Mike Beebe.

Jim graduated from the University of Arkansas with a Bachelor of Science degree in Business Administration. He has been married to Patti Murphy since 1965. They have two daughters, two sons and six grandchildren…a set of quadruplets, plus two.

Eric Carter – Kansas

Eric Carter is a Principal in the law firm of Mustoe Carter, LLC, and is admitted to practice before the state courts of Kansas and Missouri, the United States District Court for the District of Kansas, and the United States District Court for the Western District of Missouri. Eric previously served in the Kansas House of Representatives. During his time as a legislator, Eric was a member of the House Utilities Committee and dealt with numerous communications issues.

In his free time, Eric is an Ironman triathlete and five-time marathon runner (including the grueling Pike’s Peak Marathon twice). Additionally, he trains and competes in judo (gold medalist, 1999 Sunflower Games, heavy-weight black-belt division) and various other martial arts, and is a certified open water SCUBA diver.

Eric graduated from Harvard University in Cambridge, Massachusetts with a degree in science. He studied economics at Cambridge University in England before attending law school at the University of Miami in Florida and the University of Missouri, Kansas City. Eric and his wife of 14 years, Heather, are the proud parents of four young children.

Jo Walker – Missouri

Jo Walker has lived her life in service to her community. As an educator, Jo taught pre-school, high school and served as president of her local school board. As a medical practitioner, she provided nursing services in schools and hospital delivery rooms. As an executive, Jo served as the administrator of a long-term care facility for 16 years.

Jo has served on the board of the Salvation Army, serves as treasurer of the Webster County Retired Teachers and School Personnel and is currently the president of the Missouri Silver Haired Legislature.

At home, Jo is married to her husband, Bill, who retired after 21 years as Marshfield High School Principal. They continue to reside in Marshfield, Missouri, and have four grown children and five grandchildren.

Fred Ramos – Oklahoma

Fred Ramos is the owner of RGF, Inc., a small Information Security company in Oklahoma City. RGF, Inc. provides consulting services on information management and assurance related issues to clients.

In 2007, Fred completed a 2 year term as executive director for the State Hispanic Chamber of Oklahoma, located in Oklahoma City. Founded in 2006, the Chamber’s objective is to bridge the gap between corporate Oklahoma and the rapidly growing Hispanic-owned businesses in the state. Fred also serves as an Adjunct Professor at Oklahoma City University, Meinders School of Business, where he teaches Information Technology courses in the Masters of Business Administration curriculum.

Prior to founding the State Hispanic Chamber, Fred was president of the Greater Tulsa Hispanic Chamber of Commerce for three years. Mr. Ramos also served as chief technology officer for Tulsa Technology Center, as well as manager for both ALCATEL in Plano, Texas, and Brinker International in Dallas. Additionally, Mr. Ramos was a vice president for Bank of Oklahoma in Tulsa, Okla. He began his career working at various companies in information technology positions.

Active in the local community, Fred currently serves on the Federal Reserve Bank of Kansas City’s Oklahoma City Branch board of directors, joining in 2004. Additionally, he served on the board of directors for the Community Service Council of Greater Tulsa and the Oklahoma Academy.

Fred also chaired the Tulsa’s Vision 2025 Sales Tax Oversight Committee and is a member of Leadership Tulsa, Class XXVII. He has served on the Educator’s Leadership Academy in Oklahoma, Holy Family Cathedral Building Committee, Hispanic Advisory Council for Tulsa Public Schools, and the Hispanic-America Foundation in Tulsa.

Fred was born in Fort Worth, Texas, and has lived in Oklahoma since he was 10 years old. He holds a bachelor’s of science degree from the University of Central Oklahoma, as well as a master of business administration from Oklahoma City University. Fred lives in Oklahoma City with his wife, Charlotte.

Operational Staff

Todd Abrajano – Executive Director

Todd Abrajano is the executive director of the Mid-American Communications Alliance, running the day-to-day operations of the organization.

Prior to leading the MCA, Todd spent several years working in politics and government, most recently serving as director of communications for the Missouri House of Representatives. In that capacity, he led a non-partisan office of eight communications professionals serving all 163 elected Members.

In addition to directing the non-partisan activities of the House communications office, Todd served as press secretary for the Speaker of the Missouri House and other members of the Missouri House’s majority leadership team, providing strategic counsel and overseeing and implementing communications plans and messaging.

Prior to his government service, Todd ran political campaigns at the local, state, and federal level.

Todd was raised in Prairie Village, Kansas, and currently resides in St. Louis, Missouri with his wife, Melanie. He holds a Bachelor of Arts degree in political science with a concentration in international relations from Yale University.

On March 11, after weeks of getting bombarded by thousands of letters, phone calls, and e-mails from Oklahoma consumers, the Commission unanimously voted to postpone consideration of the statewide toll-free calling plan. The vote effectively “Axed the Wireless Tax” for now.
